If your Budget is not Exporting, this can sometimes be a problem if you have a very large file with a high number of Accounts and/or Business Units.
Try using the File Format setting of CSV to export, rather than Excel
Reduce the amount of data:
Toggle off Export Empty Rows, unless you have a reason for including them
Toggle off Export Comments
Toggle off Export Inactive accounts
