If a Budget Comment has been marked as resolved it will, by default, be hidden from the Comments Pane.

To show Resolved Comments, click the Filter Comments setting and toggle on (green) Show Resolved Comments.

The comment will then return to the list as per the Sort By / Sort Order setting, with a Green tick indicating it has been resolved. Resolved and Show on reports indicators are controlled by the 3 Dots menu to the right.
