You can make groups of Business Units for reporting using Business Unit Trees.

By constructing a Business Unit Tree you will be able to report Actuals vs Budgets for just a part of the organisation rather than the whole organisation.

Please note that budgets will need to be constructed on individual business units, for total flexibility with your reporting.
