If you want to show your expenses as a % of Gross Profit, that is Income less Cost of Sales, the work around would be to create an account tree, that includes the Cost of Sales accounts in the Income Section, so that the Total Income figure is reported the same as the Gross Profit figure.

Once you have set that up, you can then use the Actual & Budget % of Sales report template to give you those percentages.
