To group 2 or more projects on a report, use a Business Unit Tree,

You can add Headers into the Tree to create groups and report at different levels similarly to Account Trees.

In the Header settings you can choose how to report the results, if you choose to set it as CONSOLIDATED, then you will always get the projects summed, and reported as one line or column or section in the report.
