When the individual Business Unit Budgets are being consolidated to give the overall organisation budget, you cannot edit the budget at the organisation level.
Click on the hamburger menu at the top left of the budget screen (three horizontal lines)
Expand the Business unit section
Data is indicated by a green dot to the left of the Business Unit Name
Make your updates in the relevant business unit and it will automatically flow through to update the organisation overall
